This checks selectable text, link annotations, form widgets and rendered pixels at the same page positions. It does not run OCR or prove semantic, accessibility, signature or font equivalence. Hidden/unsupported annotations and XFA are outside scope.

Troubleshooting
Encrypted or damaged documents may not open; use an unencrypted copy only when you are authorized to access it. A scan without a text layer will not yield text with ordinary extraction. At a processing limit, reduce the file or page range and keep the original.
